Building on the success of the 2017 RITL Benchmark Project, further questions emerged about how spatial mapping of registered land interests could be implemented and used across sectors. Recognizing the need to understand stakeholder requirements and existing workflows better, MNC (Martin Newby Consulting Ltd.) undertook a Discovery Report in 2018. This report provided deeper insights into the potential for mapping registered interests such as caveats, easements, and other spatial-based encumbrances.
Through direct engagement with government and industry participants, the Discovery Report served as a foundational analysis to guide the future development of a Registered Interests on Titled Land (RITL) data product in Alberta.
Following the completion of the RITL Benchmark Project and two stakeholder sessions hosted by Alberta Data Partnerships (ADP), it became clear that additional research was needed. Stakeholders required greater clarity around how a RITL mapping product could support their processes, interact with existing systems, and address operational considerations.

In 2018, MNC conducted a Discovery Report that engaged stakeholders directly to identify needs, opportunities, and potential collaboration points related to the spatial mapping of land title interests. The process included both in-person interviews and phone meetings with representatives from two Government of Alberta departments, and seven industry organizations, including Alberta Energy Regulator (AER).
Mapped internal processes currently used by GoA, AER, and industry for managing land title interests
Assessed where and how RITL data could support or enhance these existing workflows
Clarified how registered interests such as caveats and easements could be spatially represented
Identified opportunities for collaboration with existing mapping agencies and applications to avoid duplication
This Discovery Report laid the groundwork for developing a practical, authoritative, and widely usable RITL dataset that meets the real-world needs of multiple sectors.
A centralized RITL product would significantly increase efficiency and reduce costs related to data collection and maintenance across sectors
A visual representation of land title interests would help simplify complex legal or planning discussions
A shared, accurate dataset would support better engagement with stakeholders, improve regulatory processes, and align planning efforts across government and industry
Led by MNC, the Discovery Report brought together multiple perspectives into a unified vision for what RITL could become, creating momentum for continued development.
